Strange Problem... and Mobo/CPU choices?

Hey,

For the LONGEST time I've had a really strange problem with my PC. Every time I turn it on, the CPU fan whirrs to life really loud... and the PC will not boot. Not even a boot screen, nothing at all... so I turn it on and off repeatedly.. maybe 5x, and eventually the CPU (I'm sure it's the CPU...) fan whirrs to life but a little quieter, and the computer will boot properly. After a while I had to turn it on and off 10x for it to work, then 20, then 50, and now it's more like 100x.

I'm not even joking.

So I figure my rig is pretty much screwed from all the abuse, now I've decided to buy a new Mobo + PSU + CPU (plus a case, probably, just because mine's a cheap gaming case I picked up a long time ago, you can't fit dust filters to the fans because of the way it's constructed, there's no room).

So, what to go for? I only really use the computer for office work, watching a couple movies on occasion (rarely) and photoshop for my photography stuff. I'm thinking of possibly going for a Phenom X2 550 Black Edition 3.1GHz 6MB with an ASROCK M3A790GXH 128M 790GX (because it's the cheapest Mobo I could find whereby I can unlock the other 2 cores on the Phenom). Although... I did consider just going with a quick Athlon (I currently run an Athlon 2ghz)

You guys think that's a solid choice?

Hey, sounds like it might be the PSU supplying unstable voltage, or could be mobo, doubt it'd be cpu but if youre looking at new stuff anyway you might want a read of this thread, hope it helps
