Strange problem with new build

Hi, I'm hoping for some advice with an issue with a new build.
All new parts used apart from GPU but tested as working fine.
Asus tuf Z690 D4
Intel i5 12600k
Corsair RM850 psu
Corsair vengeance lpx 32 GB ram
Nvidia founders edition RTX 3090 (bought used)

Basically everything works as it should until I plug in the GPU power. It boots up just fine when using onboard graphics. I've tested the 3090 in another PC and it's fine, I've also tried a working 3060 and this causes the same proplem in this build.
It fires up and runs with a GPU in the slot as long as it isn't connected to power. I've tried two different power GPU power cables.
I've checked PCI is set to enabled in the bios.

My thoughts are a faulty PCIe slot on the MB, is that plausible, I've always used Asus as they are top quality.

Any ideas most welcome.

What happens exactly when you're using a graphics card? Does it boot at all? Does it boot to a black screen?

Are you using HDMI or DP?

Have you tried a different slot?

You're using the cables that came with the PSU, I assume?

So, with the GPU in the slot but no power leads connected, I press the on switch and it boots up,. I then switch off and connect the power to the GPU, now when I press the on switch the mb lights come on and the case fans turn momentarily but then nothing. I can't try a different slot as the 3090 is just too wide for the other one on the MB. Yes using the Corsair cables.

More faffing about this morning. No, still doesn't work with GPU vertical.
I found an old but working Asus GT710 which only draws power from the PCIe slot, tried that in both slots with the same result, fans turn momentarily and then nothing?
So, I've proven it's not one faulty PCIe slot I guess.
Reset the MB to default settings.
I then pulled the CMOS battery for half a minute and put it back and with the GT710 in it began to boot but after about 20 second it shut down?
I'm totally baffled!

Would be tempted to pull the motherboard out the case and test , your going up have to pull the board out anyway.

Have you checked the motherboard cpu socket for bent pins Or cpu cooler to tight ?

Ok, MB removed and put back. Tested with another PSU and the same issue, everything boots into bios no problem until I insert any kind of GPU into either PCIe slot, then momentarily fan movement and then nothing. I'm at a lose to know where to go next, my feelings are a faulty motherboard, any ideas how I could check this further?
