Strange request, might not be feasible

Ok I'm trying to fix an avi file with a corrupt header. I know a way to do this but I need another avi file with an identical resolution and at least as many frames. Now my request is either:

1) If someone could somehow create a blank video (ie each frame is just black) with a resolution of 524x212 and length of about 3 hours at 25fps. And then somehow get that file to me. Not sure if that will be possible. If every frame is just empty will it have a small filesize regardless of length?

or

2) Tell me how to make one myself, using freely available software (I don't have any proper video editing software).

Is virtualDub freeware?

I have found a tool that fixes the header but it needs a source file with a working header that has the same res and at least as many frames.
 
Ok got virtualdub, how do I fix the header? When I first open it, it seems to fix it but then when I try to save it, it tries to re-encode the whole thing which I don't want to do.
 
If you set the audio and video processing modes to Direct Stream Copy, that should just write out the existing data into a new file.
 
Hmm didn't seem to fix it properly. I'd like to try the other method to see if that helps. Is there a way I can use virtual dub to make a blank video to my specifications? Is there a codec I can use that will encode quickly considering every frame will just be black?
