Strange Restart Behaviour

Not sure if this is a Windows 10 related problem or hardware related.

Thought I'd post here to begin with.

So my PC is not overclocked and pretty much running at stock and stable. When I go to shut down Windows, it shuts down as you expect without any issues.

If I go to restart via Start Menu, then Windows goes to restart, the monitor goes blank (as if no signal) and my case fans ramp up to 100%. I can't do anything in this state and have to hold the power button on my case in order for the PC to turn off.

When I boot back up there is no disk check service due to an incorrect shutdown, so it looks like Windows closed itself fine prior to screen going blank as per above.

Anybody come across this before?
 
look into your power options and if you have hybrid sleep activated. i had similar ages ago, can't recall the fans going full speed but that might just be a build difference.
 
Tried adjusting that setting and still have the issue.

I'm thinking it might be mobo/BIOS related as when I go into the BIOS and select to exit, it exits the BIOS and then presents me with blank screen (as in signal loss) and fans at full speed.

I have to then hold power button for it to turn off (then powers up fine).

I did swap out my CPU recently and did flash to the latest BIOS, so might be related to BIOS update.
