Strange screen pre boot up.

What is this, marked with an arrow that appears before my PC fully loads.
I can find nothing in msconfig/system configuration.
The only thing I am not so sure about is in the general section of System configuration, 'Selective Startup' is selected as opposed to 'Normal' or 'Diagnostic' which of course I do not need.

I changed motherboards at the weekend and when I booted my PC I meant to reinstall Windows but missed the boot menu, Windows booted to the desktop just fine and apart from a couple of missing drivers seemed fine.

I have discovered that things are not fine so have gone the clean reinstall path.
