Strange Stutter Issue?

Hi,

I recently just reinstalled windows onto my PC. The only part of hardware that I got which is new is a Behringer UMC22 Audio Interface. I use this with an ASIO driver to power my Yamaha HS5 Active Monitors (Speakers).

For some reason I feel something is not right when I am gaming. My FPS during games is ok and benchmarks show the FPS over 60, but the following things make me feel something is not right.

1) During cutscenes in Gears of War 4 it jumps/freezes or stutters.
2) During the Rise of the Tomb Raider benchmark parts of the landscape would have to load in as it was moving throughout.
3) I noticed twice on different games during a cutscene the audio was out of sync to the video.

Being the only new hardware was the Audio Interface I am starting to think there is a setting or something I should be fixing to correct this issue.

My GPU is less than a month old so I really cannot see this being the issue.

I have all the latest updates (Win 10 1803 64bit) and all the latest drivers installed.

Can anyone shed some light on why this would be happening?

Disk usage looks normal, cpu looks normal... definetly not doing updates.

What I did notice there after another test was I reseated my SATA into another port but still same issues.

Another issue I found if someone else who has DOOM could clarify for me...

On the main menu when I go to "Collectibles", when I pick one it's as if it renders it in 3 stages, like loads it, once I have viewed it once its fine, but it does this for each one.

In the game things didn't look like "ultra" settings. When I stared at a forklift it looked like playdoh but gradually rendered it in stages. The same thing is happening with Gears of War 4, thats why I knew something didn't look right.#

So it seems to be something making the GPU render in very slowly.

If its any additional info I have:

Changed SATA cables
Changed SATA ports
Tried without the 6 + 8 pin extension cables
Reinstalled windows
Tried the older driver during OS install
Updated to latest driver

Any ideas :(
 
Followed your instructions but unfortunatley DOOM still loads textures in about 5 secs.

Tomb Raider although not loading as slowly in the benchmark something still doesn't look quite right.

Would the HDD be a factor? Apart from me installing the games on another HDD could I run a test to see if the HDD is still working correctly for gaming?
