Streaming PS4

Firstly sorry if there's a thread which highlights this.

I have bought a PS4 which is on my main TV and I am wondering if I bought playstation tv, would that allow me to stream the PS4 to say my monitor in another room for remote play?

I only seem to find info regarding PSVita.

You can stream to the Remote Play windows application from your PS4.

is it any good, I found the xbox streaming quality pretty bad even though I have a gigabyte network running through the house.
