You can use MediaPortal to do it. The PC with the TV card in it acts as the TV server, then you can install MediaPortal on another PC and it can connect to the TV server.
I've done this before at Uni using Windows Media Encoder, that was using a Happaugue Nova-T tuner and WME9. Obv there was no way for a client to change channel though
There's also GB-PVR which has a client interface so you switch channels, schedule recordings etc from another PC. You just need to provide access to its database over your network.
I've tried doing this numerous times and it's usually a total pain in the neck to get working. Also have a look at Orb but that's more for streaming out over the 'net.
An alternative is a Hava/Sling. I have an Hava Gold (about £60) and I can watch TV through LAN on all my computers at once and even watch remotely over the internet. You have full control of all TV channels and can even record.
Basically plugs into your Sky/Freeview box and transmits that but passes it through so you can still have it plugged into your TV. Quite good for recording PS3/Xbox gaming too
Software is easy to setup and use. You can even watch it on your WM/S60/N8xx mobile and an iPhone app is coming soon.
