Did you check and see if you can get LLU? Be* do it on my exchange, but it doesn't go as far as my house.

That sounds like a question for plusnet, basically you are saying you want to keep your Plusnet email etc by taking up their free dialup service, but moving your BB to ADSL24.
What is for sure is you will be charged a disconnection fee and reconnection fee if you do not use a MAC code, ie if you cancel plusnet BB and then move to ADSL24.

BTW, I was on plusnet until recently, I moved because the traffic shaping (throttling) they used at peak times was so aggressive the internet was hardly usable, I'm not surprised youtube was playing up for you. I moved to ADSL24, on the normal BT wholesale Home 30 package (24mb) and couldn't be more happy with the change in evening internet experience. This week they also offered me the chance to swap to their C&W LLU package, same price but no limits and I jumped at the chance, but it has not moved over just yet. the other beauty of ADSL24 is all their packages are 1 month contract, so if you don't like it you don't have to put up with it for long.

If you are getting 63db your line is nominally at least, slightly worse than mine. However, you should still get over 2Mbit/s on ADSL2+
