Struggling with media options (small pc)

I am starting to confuse myself into what route to take regarding a pc for use with my TV

currently have:

amazon fire stick
now tv box
and my PC upstairs streaming my films and downloads to my playstation 3

its annoying having so many different controls and flicking between them.

I think the best option is a PC with a little keyboard/mouse control pad

However I don't know how much I would need to spend to get what I am after.

I want to access all the normal on demand TV, Nowtv, Netflix,Amazon

play Blurays and stream in 1080p

optical output for soundbar

But also be able to browse the web and download whatever I want to download. so still have basic PC useability

The PC doesn't have to be a tiny little thing I would be more than happy with midi size but the smaller the better.
aslong as its silent/very quiet and isn't going to consume a silly amount of energy as I would like it on 24/7.

I hope that spiel makes sense I am just blurting my confused brain out onto here to see what you lot can recommend/spec me
the more I read about Nuc/pi/nas/ blah blah blah I just my knickers in a twist and give up.

The likes of a gt 210 or the 5450 will play 1080 just fine, I had a 210 playing both my 720p and 1080p BD h264 files just fine mated to an old 754 sempron.

While more modern is obviously better, unless you planning to game then you don't need to splash much cash, hell an APU from A6 onwards would fit the bill or a nuc etc.

the biggest cost in building another pc for 'downstairs' is hdd's, how many tb do you have in stored movies etc?

Only have around 500gb in stored media at the moment.

so would only get an ssd for OS and then a 1tb HD for now and then getting a separate NAS further down the line when needed.

no need for gaming on the system I have my main system for that literally just for tv/movie/music and general browsing/downloading when needed.

I'm just not that good an speccing builds up
