Stuck in boot loop

Bought a system bundle from the MM and when I built it it doesn't seem to boot properly. It appears to boot up and then 1-2 restart. I've uploaded a short clip to YouTube to help explain.

I think it may be a motherboard issue and it has been damaged in transit so I've ordered a new one to test.

Is there anything else anyone can suggest apart from taking each component out and trying one at a time etc.

tried cmos clear/battery left out for 30 minutes?

also tried bare minimum setup,just one ram stick no hdd's/gpu use igpu

Yeah I tried bare minimum and it didn't work. I left it out for 5 minutes will take it out for 30 now.

if it still loops,carefully inspect the cpu socket for any bent pins,

it's tedious but you could also try rebuilding bare minimum outside your case, on cardboard e.g. mobo box or something, in case mobo is shorting somewhere

Yeah I have it barbones on my desk currently.

Wazza, thanks a lot for your help. Turns out one of the pins was ever so slightly bent. I couldn't even see it but thank god for 8x zoom on 4k camera, used a pin to straighten it and it's working!!
