When BSE hit the UK beef industry in the 90's beef exports were banned from Britain, in 99 the beef export ban was lifted. France didn't agree with the EC findings and still banned imports. The European Commission began legal proceedings against the French Government for their failure to lift their import ban on UK beef on 16 November 1999. It submitted an application to the European Court of Justice on 4 January. The UK intervened in support of the Commission in written proceedings and at the Oral Hearing in Luxembourg on 19 June.

Then Foot and Mouth Hit and the French continued the Import ban, even though this problem was contained and the UK Beef and Beef products is meant to be safe.

Would it be just for us to use the same standards as the French to Ban french poultry imports? We could say they pose a threat to the stability of the English Industry, exactly the same agrument they used in 2001.

The key bit you might have wanted to quote was

"....they pose a threat to the stability of the English Industry"

and this was the justification they used to extend the ban with light to the foot and mouth.
