Yeah but it's worth noting a 16x/8x/4x card operating at x1 may be bandwidth starved.
Also another thing is that some full length PCI-E x16 slots are electrically only 8x or 4x, you can tell my looking at the pins inside the slot they will only go half way if it's electrically 8x and a quarter if electrically 4x, I think these type of slots are more popular than the open ended ones. For example, most (if not all) LGA1155 motherboards have a second PCI-E 16x slot that is electrically only 8x.
