Yeah same here. If you pop 3 balloons at the beginning then you can't get the dart to bounce back.

How do you do 27?
edit: Got it. Doh.

Use the first dart to shoot through the gap on the right and burst the baloons as it falls down. Use the second dart to hit as many of the ice balloons as you can.
