im strugling whit this for months by now, and i have the exact same problem discussed here months ago, i will just paste here what was said:

"When launching a game and playing for the first couple of minutes, I experience some stuttering and albeit it's not game breaking at all but definitely annoying.

The stuttering is also triggered by small tasks and usually when they occur for the first time. For example, in the Witcher 3 the game stutters for the first minute of playing and it seems to occur whilst the map loads new textures/areas of the map, and in any session, using my first sign when playing the game (e.g. igni) will always cause a stutter but will never stutter thereafter after the first sign is used.

The stutter is also brought about by other small things, like whenever I open the map in Control, my game stutters crazy whilst the map loads in and out (fps dropping from 100 to 20 for a second when the map is loaded in and out), which is infuriating considering that Control is a game where I have to open the map pretty often!

Thus far, it seems this stuttering occurs in all games I have tested so far, but get triggered by different things. Strangely, when testing Heaven benchmark, the stutters occur in the exact same scene and times which highlights that something is triggering these stutters."

this is the exact same problem occoring in my pc, my gpu never goes 100%(i play in 60fps), msi afterburner shows "power throtling" when i benchmark many times

i got a 2070s
2x8gb 3000mhz
a320m-hd
ryzen5 3600
cooler master elite v3 600w

tryed everything, clean install to, its a hardware problem, and its isnt cheap where i live, i know the mobo and psu does not look good, but can this be my problem?

i relly dont know what to do anymore, pls help

Any heat issues, temps ?

Are your games installed on a ssd or mechanical hard drive ?

On ssd and hard drive, my virtual memory is on my ssd, the games stutter less on ssd to, on the hdd is almost unplayable, no heat issues(dunno the vrm or psu) but my clocks remain high, least when the stutter occours, but this may be because it freeze and the card and processor lowered the clock to save energy

Are you using a single pcie cable to power the 2070s ?

How much ram is being used when gaming ?

one pcie, but it split in two, dont split exactly... i will send a pic from the internet, just like the yellow ones

using 10~12 gb max on most demanding games, normaly uses less then 8 gb

ya the PSU looks like it was released 10 years ago before the 80+ certification (probably the very last gen). but it wasnt a pro-sumer PSU. my Enermax Infiniti is released and sold in similar era, but it is a pro-sumer PSU so still meets all the modern standards.

dairy chained PCIE cable is just not sufficient for driving modern GPUs

I don’t buy psu all that often and don’t tend to keep up with it that often either due to it.
But it seems right now Corsair RM (avoid CV). Be quiet, Phantek, seasonic are pretty solid choices.

Matt gigabyte will be fine I am sure. Just curious why you are draw to that as opposed to others.
