Stutter issues on new build 7800x3d - X670E-Plus

This is going to sound a bit out there, but are you 100% sure it's not making it into Windows? Mine looked like it was hanging until I turned the monitor off and on - think the IGPU was conflicting.
Yeah I get to the windows log in screen and it plays the intro tune but really laggy, sometimes it will prompt you to enter a password and other times it just shows the windows background.
been doing some more playing around and if I f10 to save changes, the bios attempts to reboot the machine, if I hold the power button before it posts to force a shutdown then next time it works fine. I can tell if its work or not as the screen that prompts you to press f12 or delete for the bios disappears quickly, but when its going to fail it stays on that screen for a few seconds.

Is it a dual bios board?
Sadly not single bios with flashback option.

Could be a bad chip I suppose
