Stutter/judder on new build

All seemed fine at first, but now have a stutter or judder problem, the mouse seems to judder and stop for a few seconds, then it's ok again, running windows 7 64bit, installed all latest drivers, was running AVG but uninstalled and still stuttering, tried other mice and still does the same thing, no overclocks etc... all left default in BIOS, does not crash (lockup completely) or bluescreen, would anyone have any ideas of things to try?

Reseat the memory

Run memtest

First thing I would try is a full virus and malware scan.

I had this and can't quite recall how i fixed it annoyingly. Check that Windows isn't indexing and that all chipset drivers are up to date. If i remember what it was I'll let you know!
