Stuttering / delay

System is as follows:

Biostar T power I45
xfx 4890 HD 1GB
Q6600
4GB OCZ RAM
Windows XP

This first happened when I was playing GTA4, and happens regularly now. Both sound and video dip (approx every minute) and everything goes into slow motion for a second or 2, which is quite frustrating. Also, it doesnt seem to be just in game, as happens even when watching videos on youtube.

Any suggestions or ideas about what could be causing the dip in both audio and video would be really appreciated.

Failing hard drive? Hard Drive needing defragged? Recent drivers, maybe roll back? Ancient install of windows? Anti virus running? Malware?
 
first thing id try is reinstalling your motherboard chipset and gfx drivers. Are all your cpu cores showing up in task manager?
 
Use onboard sound which came with motherboard

Is running off a hard drive which is about 1 week old so doubt its that really.

Have latest video drivers, have bullguard running, but just tried closing it and issue persisted.

Will try reinstalling motherboard drivers, might solve the problem.

It wouldn't be faulty hardware would it, everything in the machine is pretty much brand new...
