Stuttering in CoD5

I bought CoD5 on Steam in the half price sale, and have encountered this strange problem when I went online. The game stutters loads like it's loading something, and after about 1 minute I get kicked from the server by punkbuster for packet loss.

I've updated and reinstalled punkbuster multiple times, i've verified game cache in Steam, i've run a 30 min stress test on my GTX280 and it was fine (albeit a bit hot at 85C). I tried turning all settings down low which improved it enough to not get kicked but there was still a small amount of stutter.

CoD4 works fine, so do the rest of my games, so i think it's a problem with either Punkbuster or my CPU. The reason I think it may be my CPU is that very occasionally in TF2 I get stuttering when there are lots of players visible, and multicore-rendering is turned on. I have my E6400 CPU overclocked from 2.13 to 3.2 but haven't had a problem with it in the past. I tried turning it down to 2.5 and the problem persisted in CoD5, didn't try TF2 long enough but it didn't stutter for about 10 mins which may mean theres a problem there...

I'm running a stress test with Orthos at the moment and i'll report back in about an hour.

Any other online games with the same problem? Got any other games you can test it out on?

Recent "upgrades" by my ISP have stuffed my ping from ~60 down to ~180, so i'm in the process of jumping ship.
 
I get this too on Vista64. Just learnt to live with it :(

What!

Surely there is something not right here, how can anyone be expected to "put up with" not being able to play online?

Could this be anything to do with your router?
The fact that single player is ok kinda puts me off the idea of it being your CPU, the single player game is more intensive on your system than multiplayer, i would be looking into your internet connection tbh.
