Stuttering in every game with a 7950? Hot temps on the CPU

Why are you just adding 10c to the temperature reading of your CPU? If it's reading 66, it's 66. 
Does the card have FPS reading between 30 and 60 or does it just move from 60 to 30 with no in between?
You should also overclock the 7950 as it isn't that fast a card at stock clocks of 880 MHz. You should be comfortably reaching 1050 MHz on the core and even further if you want to. Try pushing the memory up 200 MHz as well.
