Stuttering/micro-stutter when scrolling in a browser

Just wondering if anyone can help with an issue that I'm having with stuttering in a browser. Whenever I scroll up and down a page, I sometimes get a stutter. It happens more frequently if I scroll, leave it a few seconds then scroll again. It's more noticeable on Youtube or if a video is playing. It happens in Edge, Chrome and Firefox.

Spec:
Ryzen 5 5600X
Asus B550 TUF Gaming Plus
RTX 3060

I've tried updating the BIOS, different drivers for the GPU, reinstalled Windows twice, turned off fast startup within Windows, turned off the game bar thing, latest chipset drivers. In a game, everything appears to be working fine. Not sure what else to try?
 
I think I read about this in a driver update/known issue or something.

Try disabling hardware acceleration in the browser settings.
 
Run task manager and see if anything unusual or diffrent is happening when the stutters occur.
Not seeing anything unusual when it does occur, doesn't appear to be any spike in CPU usage.

Thanks, just tried that. That seems to make it even worse, especially on Youtube. CPU usage spikes right up.

I saw something about changing the PCIe link speed from Gen4 to Gen3. I've tried that but it doesn't appear to make a difference. Also tried a program called Latencymon. That seemed to suggest something to do with the Nvidia drivers.
 
Try monitoring the GPU clock speeds in afterburner or something, see if they are spiking up and down. As an experiment you could try forcing constant clocks (obviously not suggesting this is a long term solution).

Edit: If I force max clocks by choosing the maximum performance setting in the Nvidia control panel, it still stutters, which I wouldn't of thought would happen. It wouldn't be something to do with the motherboard would it? Only reason I ask, is that I was using a 4750G previously and that had issues with hardware acceleration. It would lead to the AMD graphics driver crashing (was using the integrated GPU at the time). A BIOS update seemed to resolve that. Clutching straws but perhaps it's just a rubbish motherboard?

Pretty sure i've had the same issue in the past.

Ensure G-sync is set to fullscreen only and not fullscreen and windowed as can mess with all sorts of programs.

nvidia 3d control panel > display > setup G-SYNC

Thanks. G-sync was set to full screen only, guessing that is the default?
 
It'll be some ******** driver issue that'll be a pain in the ass to find.

Extreme I know, but reinstall of windows, install browser check for issue.

Then start installing all your stuff checking for the issue step by step.

I'm using the 466.79 hotfix but the known issues are the same.
