Stuttering Problems

Im having a problem with my system at the moment.

In both Halflife 2 and Rollercoaster tycoon 3 it stutters.

Its not a performance or loading stutter, its regular. It will run fine for about 8 seconds then it freezes for about 4 seconds, only to unfreeze then repeat. During this freeze it loops about half a second of sound over and over. It makes the games unplayable :(

Im at a loss as to what it could be and I have not read about anything like it before. It does it in both games menus too but sometimes doesnt kick in for the first 2 minutes or so (though often starts when the game loads)

No other programs show similar problems (including oblivion). I have updated my video and sound card drivers.

My system is as follows:-

AMD 4800+ x2 - Processor
Asus A8R32-MVP Deluxe - MB
Asus Radeon x1900xtx
2GB Corsair RAM
2 SATA HDDs

Can anyone shed any light on it?
 
in game press ctrl+alt+del

find the game exe in process list, right click and select affinity, assign 1 cpu only

sounds like common problem dual core has
 
I've noticed since the last few updates to Steam, HL2 and everything else that my ingame performance has dropped...not the way I play but the way the game plays. It would load a saved game or a new area of the map, play for about 3 seconds and then freeze for another couple of seconds then play for about 10, only to freeze again after that. It would do this continuously but its only just started to happen.

I was using a ATi Radeon 9200SE 128mb and a NVidia GeForce FX5600 Ultra before my new card and it does the same on all the GFX cards I use, I have obviously played the game many times before but this problem has only just appeared.

Any ideas?
 
Im still at a loss as to why its doing it :(

I have tried the things on the Hard Forum link and they didnt solve it.

Im running the bare minimum of programs, nothing is running in the background other that basic windows stuff. I have also reinstalled my drivers, plus tried disabling different pieces of hardware and seeing if thats the problem.

Its strange because its so regular. It doesnt seem like a performance issue as the game runs fine for 8 seconds or so.
