Style XP question

I've only done it once or twice before, and tbh, its not worth it, the pictures are normally made a higher quality then you can view at boot, so it pixelates and looks carp.

I've not had issues changing it though, to answer the question directly.

Then its a matter of plonking themes into a folder and you can select theme via the XP theme options, right click Desktop > Properties... ;)
 
You paid for windows, you're not redistributing the customization and making money from it, so yeah i'd say its legal. Its a simple tweak to the theme system, much like Style XP but without the need for the AP....

How XP should have been in the first place really, why MS choose to do it the way they did isnt something i can answer.
