Sub £500 build including OS, monitor & keyboard/mouse

Hello. My laptop is on its last legs and I'm planning on building a PC. It'll be used only for browsing, watching videos, potentially pogramming. Integrated graphics will be fine, and I'd like an SSD (120GB).

I have a windows 7 licence that came with my ACER laptop but I don't know if that's transferable?

A 22" should be enough (I'm planning on wall mounting the monitor).

Basic keyboard and mouse should be fine.

Im not sure about your Win7 license, if its oem its usually tied to the board it was installed on, but im 99% sure people have got around this and activated it by phoning Microsoft.

Could something similar be possible for £400? I'm not sure I'd ever use it for gaming.
 
If I can't switch my windows licence perhaps I'll just install Ubuntu to save some cash. I'd like to get the cheapest system possible for my requirements which includes an SSD and CPU that'll perform well for 5~ years
