sub-£700 gaming spec check

Hi guys I need a spec check on the following and a bit of advice:

I basically need to spec an all-round gaming machine for < £700. I've come up with the above, but I could do with knowing a couple of things.

Firstly, what's the best graphics card for around £100-130? The PC will be hooked up to a 1080p TV.

Not really interested in overclocking, so if someone could recommend a cheaper (but still quality) motherboard that would be useful. The person I'm building it for doesn't want an AMD box so that's not an avenue we can go down. They also want to hook it to their surround sound so it needs an optical-out.

The full retail version of W7 stays, OEM not an option.

Also, do you think I'd get away with a 400w PSU? Again, for reasons of cost.

as for graphics card, a 5770 is bang on your budget
 
Is a Retail DVD re-writer necessary? Windows 7 will burn and rip DVDs no problem, OEM will save a couple of quid there
