Sub ambient cooling.

I was talking to someone and they mentioned sub ambient cooling. What is it? How does it work? I've had a look in the advanced overclocking guide and can't really make any sense of it?

I have gathered it's not quite LN2 cooling :P

So what are the pro and cons? That kind of stuff?
 
Condensation :S (You can got below ambient and above condensation forming point and get good results but its a bit hard to control while getting enough gains to be really worth it over high end air/water cooling - to get the real gains is going to involve some dealing with moisture).

The pros generally are that its a lot easier to run a system long term using it than something like LN2.

Generally involves peltiers/phase of some kind.
