Serie A tv rights have decreased by some 20%, Ligue 1's main domestic tv rights have dropped from €814m per year down to €275m per year and could be hit even further with Canal+ trying to get out of their agreement for the remaining rights. You then have the small matter of 18 months with no crowds and clubs repaying broadcasters from last season (which they just kicked down the road and will pay it from this coming season). Football across Europe has taken an absolute battering over the past 18 months. Even the very biggest clubs in Europe are broke right now with clubs like Barca desperately scrambling around to find enough money to keep Messi. There will still be some clubs with money to spend but very few outside of the PL and a lot of European clubs desperate to sell. It makes very little sense to pay a premium for somebody like Tielemans when there will be players available in France, Spain & Germany for half the price.You are way off the mark here. There is always money available in football.

As for your 2nd point, I literally said that Unless Tielemans has a fairly modest release clause then I can't see him leaving and certainly not to Liverpool. I'd be stunned if we paid £50m+ for him. As I said in the post you quoted, I completely understand why Leicester wouldn't sell unless somebody paid a huge fee but the only way somebody would be if a City or Utd set their sights on specifically him and just paid whatever it took.
