Arsenal's 'dithering' hasn't made a difference to where Rice ends up. Rice would have known about every club that's in for him and wouldn't have rushed his decision to sign for x just because they had an offer accepted first. If Rice ends up signing for City it's because he wanted to join City and Arsenal stumping up the money to West Ham 2 weeks earlier wouldn't have changed that.Have a feeling Arsenal have made a huge mistake dithering over their offers for Rice and he'll end up at City now, With Phillips going the opposite way.

Would he rather go to Arsenal, where he'll undoubtedly be first choice in his preferred position, at an interesting project which could be excellent, and where he'll get to stay in London? Or would he prefer City, where he'll find it harder to get into the team (I can't see how him and Rodri play together), have to leave London, but also probably have a much higher ceiling and get to join the best team in the world at present.

Yeah I think the 2 options are not so far apart and it definitely seemed like he was set for Arsenal towards the end of the season. I read that Rice's dad is a City fan and also his agent so has spoken to City about him. Can take that with a pinch of salt though.
Rice will be starting every game for City. Whether he lines up next to Rodri or in the CB position instead of Stones is anyones guess.
The 2 teams are miles apart that's pretty obvious, there are pros and cons for joining both though. I don't think it's as cut and dried as just going to City.City have just won the treble and won 4 out of the last 5 premier leagues. Arteta has had one season of doing okay. They are absolutely miles apart.
Stones has had a blinder of a season playing in more of a midfield role. I doubt City will spend 100m on Rice to replace him.
He has had a good season, Rice is better though. Stones doesn't play there for England, if they go with the same system, you yank Akanji out and put Stones at RB. He goes to CB in possession and Rice goes to DM. Or they go back to a traditional 4-2-3-1. Cancelo back to RB, Stones and Dias CB with Rice and Rodri in the middle. KDB will be a bit closer to Haaland as well.
Is that worth £100m or so though? They simply don't need him and he wouldn't improve them that much. City are also still plating the FFP game like everyone else.
