Super Compact Custom CPU Loop

Well if it's stupid but it works, it isn't stupid! I like the look of this mockup at least.

My opinion is that air coolers will do you fine and case airflow should be your focus. But where's the fun in that, water cooling and PC modding is about doing stuff you can't do off the shelf sometimes!

My main concern is the weight on the motherboard of a block, pump, radiator or two, fans and some water. An AIO is case mounted and an air cooler would weigh less I think.

I've never seen anybody have problems with the weight of the stuff on the motherboard. Granted it's not very common to see cpu block and pump hang off them, but I think it will be fine. I've seen somebody donthis previously, it might have been optimum tech on YouTube.

What do we think about stacked radiators and inline connection?
I don't love it tbh :P .... Is this a custom case build?
If so then a single 120/140 rad is probably going to be cooler and quieter than 2x80mm. Also using a smaller PSU (SFX or even a 1U server type one) would give you more room to 'breathe'.
If watercooling the card is an option, or putting it on a riser at 90 degrees, then from your mock-up it would seem that there's some space to be saved.

An external radiator would also be a possibility, either free-standing or bolted to the exterior of the case.
As Jigger said though, you'll need to ensure you have a fill-port near the top, or in a location where you can fill it while rotated 90 (or even 180) degrees

...so I'm gonna leave this at concept stage for now, but not off the table. Will focus on finishing off the new enclosure.

BTW, I will be using Dynatron Q11P in the build.
