We need to know what case you have to know what maximum cooler height you can fit in there, your budget, if you are overclocking or not, and if you have RAM with tall heat spreaders.
Typically, Tower CPU coolers are 160mm in height, from the cheap to the dual tower monsters. In most cases, if you can fit, say, a Hyper 212 Evo, you will be able to fit a Noctua NH-D14.
If you have a case that is slightly more restrictive, then you have the True Spirit 120M.
If you are running at stock, and want pure silence, you can go with a passive solution, like a HR-02 Macho, which is good enough to run passive on a stock CPU, and is also supplied with a fan (which is also dead-quiet anyway).
Thermalright solutions provide one of the best noise / performance ratios, although the Silver Arrow (which may still be on offer at £48) is a little taller than the requisite 160mm. BeQuiet also do very quiet and efficient coolers. And Noctuas of course.
If you have a very thin case, then you will have to go with a Top-Flow design, like the NH-C14 and such.
In any case, you might just go with a H80 or some such. They don't require much space, perform well and have less clearance issues, but are not particularly quiet, or cheap.
