Surge protectors/UPS question

Is this right? Every surge/spike you have a surge protector has to kill it some how, so every surge/spike wears someting out in the unit, untill it cannot kill the surges/spikes anymore?

Would that be the same with a UPS?

Not really. 'Decent' UPS, like the APC Back-UPS CS range, have a circuit breaker that trips. Its also got a Surge Rating of 320 Joules
