What on earth is a "mobile surveillance camera" that is sitting around the corner to me? Its a van, similar to a normal mobile speed camera, has like a flash on the pavement as per a traditional mobile speed camera, but has a bloke frantically making notes in the drivers seat 
Not seen one of these before, although a month or so back I was absolutely positive I had got caught by a mobile camera in the same position but never recieved a NIP.
Any ideas?
