I purchased the entry level cheap psu from ocuk a number of years ago. It is a no name brand one, all grey over about 400w. It only has 1 12v not the double 12v cable. I have been using it with a gigabyte GA-EX38-DS4 which requires two 12v. for about 2 years, had the psu longer. I use it for a firewall its not oc and it just has ssd and wifi card and ram. The fan started making a funny noise recently. I opened it and replaced the fan with a fractal design one that i had. It works fine, is there any risk with doing that and any problem with the single 12v?
