I need to swap out a cpu cooler and I've found out that I have never needed to actually do this.
what would you recommend to clear off the standard intel paste on a stock cooler?
Like what to clean it with (liquid wise) and what I should use to *scrub* it off.
Also I presume a pea sized blob of thermal paste and the spread it with a credit card like object still applies for application?

for removing my AM3 socket stock cooler i just used a bunch of tissues. when the tissues stopped changing colour the thermal paste was all off

for putting the new cooler back on i had to make a pea sized blob in the middle, and use the pressure of the cooler to spread the thermal paste out.

however, because my manual was really stupid and said to put all of the supplied thermal paste on the CPU cooler i then ended up using every cotton bud in england to stop the waterfall of thermal paste that was coming off my cooler when i was tightening it to the processor

Clean it off with isopropyl alcohol (propan-2-ol if you're an IUPAC pedant) available from most decent chemists. Or push-bike disc brake cleaner is just pressurised IPA which is rather hand stuff.

For the IC diamond paste, you need quite a large blob as it doesn't spread terribly well. DO NOT try and spread it over the surface as it's an utter pig to spread!
