To switch ISP you phone your current ISP and ask for your MAC code. They might ask why you want to leave them but just say something like 'You fancy a change'. You then phone up your new ISP say you want to come with them and say you have your mac code and they will get details e.t.c. Just wait and then when you can't access your internet just input your username and password into your modem or router. Usually down time of 1 hour.
Be is about as good as it gets for ADSL, as long as you live within a reasonable distance of a Be enabled exchange. http://www.kitz.co.uk/adsl/adslchecker.php will give you some idea of what you can expect.
What you need to switch will depend on what type of service you have right now. You say you have Virgin @ 2MB for £25 but don't say whether that's cable or ADSL. It sounds like cable since they do a 2Mb cable service, while their ADSL is up to 1Mb or up to 8Mb, or you could be on an old price plan of some sort.
