How does the licencing work? is it done on a concurrent user basis?

We have a lot of users but they are not all logged on and sending email at the same time, if I bought a 20 user licence does that mean as soon as 21 emails go through at the same time it stops working or do I need a licence for every single email account?

Ironically out of all the products I trialled it was the only one that could scan the contents of a pdf which was our main criteria

I have to say that I hate the interface though
