I have seen people build computers with various techniques from mobo installation, testing, handling components, TIM application, cable management to what order they do things in.
I personally will always post test on the box with the anti static bag on it ( I know some people don't use a bag, or refuse to). then install mobo, Psu is already in, add HDDs/SSDs and Optical drive. I then usually cable manage (Horribly at that) and then I do a final power on test before closing the case.
When I apply TIM, I usually put just a pea sized blob in the middle of the heat spreader and let the pressure of the heatsink do the rest.
Admittedly I hardly use an antistatic band, as I just have a grounded post that I touch at intervals.
