System Component Recommendation Needed - No Overclocking

I'm building a system for a family member, who doesn't want me to overclock anything at all. I'd really appreciate a recommendation on the better components out there running at stock (pre-overclocked is fine).

What shame, considering how easy it is to do and how much performance gain can be made, even on stock coolers.

I assume you are wanting a FULL system spec for that money inc monitor, OS etc?

I guess 60 quid for Vista (/shiver) as he wants DX10, but the rest of it is just the box, not the monitor or peripherals.
