System File checker not working

Windows 7 SP1 I have had these for some while and tried all of the things proposed in many answers here / other forums. Some updates won't finish and keep re-installing. I have tried for e.g.
- run system readiness tool
- install pre-req for IE10 and IE11 - tried but PC says not applicable to my computer and IE10 or IE11 won't install.
- all-in-one-repair tool (this managed to get defender working)
- SFC - but it wont run in either normal or safe mode.

OTHERWISE PC runs OK

Have tried running all virus / malware checkers available - no rogue files detected

One response suggested that I check the CBS log and this seemed to be important - gives error:

ERROR_SXS_COMPONENT_STORE_CORRUPT

Can I correct this? - Tried SFC - offline in the recovery module. I have tried

sfc /SCANNOW /OFFBOOTDIR=c:\ /OFFWINDIR=c:\windows

But I get the answer Windows Resource Protection could not perform the requested operation.

(disconnected all discs except 128GB SSD OS drive)

Any ideas please?

Solved it by going back through windows update log - started going wrong in June last year - so created a restored image on another SSD and updated that - all OK now BUT now have 2 OSs - One up to date with files etc in my docs / LR5 photos etc
One up to date with windows but need to transfer LR catalogue etc.

Phew - about 20 hrs (wasted...) - and more to come . ..
