System Not Booting

So my brother called this morning and tells me his system wont boot this morning. I built the PC at the end of summer, Augustish. He says he shut down normally the night before. I've had him try plugging into the wall directly and try flipping the the on/off switch on the PSU.

He says it does not power on at all when he hits the button. What else should be tried? It sounds like the PSU to me if its not even getting power, but even that sounds like something just needs to be reset.
 
It certainly sounds like a PSU problem, or perhaps a motherboard problem. Is he a decent technician? Could he try jumping the motherboard's power-on pins? That would test whether or not it's something as simple as a loose power switch. He should also check all the cables to make sure nothing jiggled loose.
 
If I had instructions for him (preferably with a picture), I think he'd be able to do it. Know of a good walk-through?

Also, if that doesn't work are there additional things to try or is it just grab a new PSU and see if that fixes things.
