System not posting when using XMP profile

I just built a new system with these components

Asus TUF Gaming Z790-Plus WiFi
i5-13600KF
2x 16gb Corsair Vengeance 6000mhz DDR5

Using the latest BIOS 1205, when enabling the XMP profile the system does not POST, I get no display, the Q-LED gets stuck on DRAM check, then briefly goes back to CPU check then back to DRAM, this happens continuously. I have to force shutdown and repeatedly tap the del key, this brings up a message saying the system has POSTed in safe mode, I can then enter the BIOS and disable the XMP profile, restarting and the machine boots in to Windows

I can get round this by enabling the XMP profile and repeatedly tapping F8, I still get a message saying the system has POSTed in safe mode but after this it brings up the boot menu, I can choose the system drive and it then boots in to Windows, I'd rather not have to do this every single time

I've changed nothing else in the BIOS, the defaults show

Memory: 32768 MB (DDR5 4000mhz)

DIMM_A1: Corsair 16384MB 4800mhz
DIMM_A2: N/A
DIMM_B1: Corsair 16384MB 4800mhz
DIMM_B2: N/A

Any suggestions on how to get it POSTing with XMP profile?
