System not shutting down properly

Hi hopefully someone can help as im lost with this issue. I have just built a new system specs are

Windows 7 Pro 64bit
Zotac 980ti AMP extreme edition
intel 17 5930k haswell-E
Corsair H80 aio
Gigabyte x99 gaming 5P
Corsair Vengeance 16GB DDR4 3200MHz Quad channel
Samsung xp941 512gb
Seagate 2TB
Superflower Leadex Titanium 850W
Phanteks Enthoo Primo

Everything is working fine untill I click shutdown. Windows will shutdown and my screen will go blank and show no signal but all the case fans, led's, and the PSU are all still on. I have never encountered this issue before even holding the case power button will not turn them off i have to switch the psu off.

I have already tried reinstalling windows, also another PSU, clearing cmos, bios flash all with no joy.
Does anyone have any ideas of how to fix this?
 
I have tried each stick of ram individually and the system boots fine with 3 of the 4. With 1 stick it wont boot at all but it still does not shut down properly. I have run memtest for nearly 3 hours with o errors
