system performance or internet more important for streaming?

i was looking at ps vitas and through a search i stumbled on the linx vision 8 tablet gaming thing and got me thinking about xbox one/windows 10 which the old laptop(sig) has installed, so thought id try it.

took a few minutes to get it working, but i did and was good, but also delayed as i was using wifi at the time, gone upstairs and connected my laptop to a cable connection and after turning the quality option to low, i managed couple halo 5 games, couple games of Speedrunners and a bit of fifa 17, but while i played with not too much lag, got annoying, so stopped.

my internet is weak at times, but how much of what is playing the bigger part in mediocre streaming?

never game streamed before only streamed ps3 to pc years ago for music and films via WMP, i did nearly buy a dell inspiron 580 tower earlier with an 1156 i3 530 or is it 550m? 4gb ddr3 and a geforce 310(was £30 and had a 640gb drive), but didnt get chance to in the end nor does it have windows, so i might have had a better experience, but whether i can get it still or not, what would be the bare minimum for a desktop or laptop for this xbox one streaming?

doing this would save me hunting for ps3 im after for when im in bed, so that money could fund better tech, mean ive only got £100 really.
