system restore won't work

Does anyone know why system restore sometimes states "no changes have been made to you computer " even though loads of changes have been made
My last pc use to often use to do the same thing to !

I guess that makes some sence ,have tried formar restore points going back several weeks but none of them seem to be working !
Just running anther avg virus scan !
Think a fresh windows install is needed ,amazing how much rubbish you end up with on a pc in just a couple of months !
Must stop downloading these rubbish free programs !
