System won't start

My power supply went down yesterday, my board (Abit IP35 pro) was showing error code 8.2 - "enable ATX power supply". I've bought a new power supply today (Corsair 600GS), plugged in the bare minimum and upon starting up the system keeps going in a continuous cycle of start up and shut down, the process taking about 2 seconds before it tries starting up again and ultimately fails.

I'm trying to figure out if this power supply is a no good or if the motherboard is simply finished.

Any help would be appreciated.

Start by clearing the CMOS.

I know this might be a stupid question but have you made sure the 12v rail is plugged in.

If the BIOS reset doesn't work it sounds like a dead motherboard.
