T-Cut?

Ive been googling T-cut and reading lots about it, but im unsure exactly how it is to be used.

I have a panel I recently purchased off ebay, dissapointingly it has lots of small scratches, like someone has taken sand paper too it and some other scratches which go right into the plastic (its a plastic wing off a clio).

I dont expect T-cut would work for the deep scratches, as you can see the black plastic beneath, but would it sort out the others?
