T-Mobile / EE MNP Early Termination Charge

I'm trying to end my contact with T-Mobile, so phoned up exactly 30 days before the end of my contact 31st December (contract ends on 29th January). I asked if I'd called at the correct date to give 30 days notice - yes - asked what I would have to pay - just line rental until 29th January.

Now I've received this months bill and there is an item "MNP Early Termination Charge" of £24.07. Is that correct? Did I do something wrong? I haven't even used the PAC yet.
 
I told them I was giving 30 days notice and requested the PAC, since the PAC is valid for 30 days I can use it on the last day of the contact, although the CSA advised me to use it a few days before in case it expired before the transfer. I understood that a PAC doesn't end a contract until it is used.
