Not as such, but they're only available in bulk so most sellers don't bother.

Was looking at something like a 9400T or 9500T in an AsRock 310 as an alternative to a NUC for an always-on small homelab.

You can buy both of those reasonably easily, search for the CM8068403358915 for the 9400T, and CM8068403362510 for the 9500T. You are looking at about £185, and £225 respectively.

My advice would be to buy an equivalent desktop CPU and just under-volt it, you end up with the same result, unless you have really terrible luck with the silicon lottery. Especially since you can get retail versions with the longer warranty.

Looks like it. Technically retailers can, but they have to buy massive bulk units.
