tab browsing issue ( IE8) grrrrrrr

when i click a link they are opening in a new window.
i've set IE8 to openlinks in a new tab in the current window.
but it insists on opening links in a new window. why !!!!

any help please ?

typical i fix it as soon as i post lol.
it was allow pop ups in tabs.
