Only the learner need the insurance. My Dad used to have his sisters boyfriend take him out when learning and he certainly wasnt insured on it.

In theory maybe. But it's probably a better idea that both people are covered incase the learner gets into a situation they can't deal with.

I can't think of a situation a learner driver couldn't get out of. Let them keep trying until they do. They're learning
